TOWN OF PARISH — GRIEVANCE DAY UPDATE 2020

Grievance Day is scheduled on May 26, from 5pm to 9pm at the Parish Village Gym, 2938 East Main Street Parish, New York 13131

If you wish to grieve your assessment you are encouraged to submit your RP-524 form along with all supporting documentation to the assessor before May 26.  In order to limit the number of people on Grievance Day (Due to COVID-19) you are not required to appear in person. The Grievance board will consider all information you submit and make a determination.  Please contact the assessor at 315-625-4669 for the easiest way to submit your form.  

In person hearings will still be available.  There will be a sign up sheet on the front door for residents. Only one petitioner will be allowed in the building at a time.  All COVID-19 social distancing procedures will be followed. Petitioners must wear a mask and remain 6 feet apart at all times. 

Resident are encouraged to speak with the assessor prior to Grievance Day with any questions. 

IMPORTANT PUBLIC NOTICE TO ALL PROPERTY TAXPAYERS REGARDING STAR — NEW CHANGE IN NEW YORK STATE 2020 BUDGET

 In the 2020 New York State Budget, it was enacted that BASIC STAR BENEFITS WILL BE DENIED to property owners who are delinquent on their County, Town, Village, City or School property taxes for more than one year. 

All delinquent taxpayers who are behind on their taxes and all delinquent installment contract holders who are behind on their payment schedules must bring their accounts current by JUNE 22, 2020 to keep their STAR in 2021. 

Delinquent taxes and delinquent installment contract payments should be paid to the Oswego County Treasurer’s Office.  Payments are not accepted on Foreclosed properties.

If you pay your taxes late but pay your taxes in full (being current), you may become eligible to get BASIC STAR in the future year.  Once a taxpayer loses the reduction from the school tax bill (STAR EXEMPTION), the taxpayer can only receive a STAR check with future eligibility if prior taxes have been paid in full.  (This means that the Town & County Tax Bills – issued in January, as well as applicable City Taxes which are issued in April – must be kept current at all times to keep Basic STAR.  Unpaid Village and School Property Taxes, as well as other Relevies are accounted for the on the January Tax Bill.)

Legal Notice — Parish Town Board advertising for two un- expired vacancies on the Assessment Board of Review

PLEASE TAKE NOTICE, The Parish Town Board is advertising for two un-expired vacancies on the Assessment Board of Review. 1 unexpired term will begin immediately and expired on 9/30/2020 and the 2nd unexpired term will begin immediately and will expire on 9/30/2022.  Assessment Board of Review Members are expected to attend classes offered annually regarding the grievance process.

The responsibilities of an Assessment Board of Review Member is to attend Grievance Procedure on the 4th Tuesday in May and hear all grievance complaints brought before the Board to determine if the assessment should be changed.

All letters of interest and or resumes should be submitted to Kelly Reader, Parish Town Clerk, PO Box 66, Parish, NY 13131 by February 19th 2020 no later than 4:00 pm.
